Grey is not a passing grade. Red and amber come from two different places. In New York City they are scored from HPD, DOB and FISP. In Westchester they come from the municipal building departments that publish per-building records at all — 27 of the county's 43, on a shared permit-portal platform (—).
Teal is available in NYC only. Every one of those registries is complaint-driven — a property is in one because somebody complained, not because the town surveyed its housing stock. So they can show that a building is in trouble but never that one is clean: a building missing from them has not been cleared, it has not been looked at.
