Why this seat
S.71 is the only live bill that would license the people who manage New York's co-ops and condos — a bill whose lineage his office has carried across nine legislative sessions since 2009 without a floor vote. Senator Kavanagh announced in February 2026 that he is not seeking re-election; his term ends December 31, 2026. When it does, the bill loses its only sponsor: it has zero co-sponsors and no Assembly companion since 2014.

As the bill's sponsor and the Housing Committee chair, his office holds the institutional memory of the licensure effort — and the standing to say, before January, who should carry it next.
